I have the honour to acknowledge the receipt

of your despatch on the subject of the recently instituted

regulations governing the levy on prepared opium, requesting me to have withdraw all clauses in those regulations, which

conflict with the Chefoo Convention.

After having repeatedly instructed the Opium

Prohibition Bureau to enquire into the matter and furnish me

with a reply, that body has now submitted a report, of which I

have the honour to communicate to you the tenour.
